Cell for me. I loved his design and concept. His personality was also really interesting. You could really tell he was born of the Z fighters with how much of Piccolo, Vegeta, and Goku there was in his personality.
His Imperfect form was the best, though. I wish later forms kept the murder tail.
Frieza is may favorite by a long shot. He is evil but funny at the same time, pretty much caused the entire series and the closest thing to the main villain, he has the best motivations immorality/ruling the universe/becoming taller (lol), while the other villains mostly just wanted to destroy. He also has the best design imo. His appearance in the ToP and Broly has also made him stand out compared to the other villains since he had to work with the heroes in the ToP, but he did it for himself so it made sense character wise, and in the Broly film he played the role as the mastermind instead of the enemy they had to fight.
hot take: Buu saga goes way too long but Buu is legit the scariest villain. fat Buu is pretty lame I will give anyone that. but Kid Buu is legit rage and evil incarnate. Cell and Freiza have clear reasonable motives and both very powerful. but there is no reasoning with Buu, no talking with him. Kid Buu and those black eyes are just creepy and always freaked me out as a kid.
