Although his downplay probably comes from the fact the majority of the people don't really have that much knowledge on the character.
Batman with prep.
I mean that literally. The days of Batfanboys who said Batman could do anything with prep are long, long, long gone. I don't even think they ever truly existed, Batman with prep sarcasm was just a funny and versatile meme that got spread around so much, people took it seriously and assumed it was real.
Nobody on Comic Vine who knows who Living Tribunal is has ever said that Batman with prep can beat him. Yet this meme has resulted in a severe downplay of Batman's capabilities. Some people don't want to put him in the same tier as T'Challa, Luthor, Stark, or Doom, even though he obviously is.
Metal Gear protagonists are in that same vague tier as Midnighter where all logic dictates that they are street level and they masquerade as such, but secretly the things that they are able to do is somehow midtier. But nobody on this website knows anything about Metal Gear so when I list their feats, like oneshotting a monster who takes no damage from RPGs, people just leap to the tried and true default argument of "oh that's an outlier." So I list 10 more feats all on the same caliber, and apparently all of them are outliers too. The type of arguments I've come across relating to Metal Gear characters are just astounding.

Most video game characters in general fall in that pseudo-street tier as their regular missions require them to go up against small armies singlehandedly that any other street leveler like Batman or Black Panther, would somehow disable with prep, or go straight for the leader, or something like that. Not like Chris Redfield who just straight up tackles an army of armed super soldiers head-on, no context, no amps, no nothing, and just CASUALLY kills them all literally likes it's a Tuesday. He doesn't struggle, he doesn't get hurt, nobody says "wow it's a miracle you did that." No, it's literally just his job. Not a big deal.
Niko Bellic destroyed a small mafia by literally just going to their HQ and killing every single one of them = he's fodder to Punisher, even though Punisher never ever acts like a one man army like that and would get shot to Swiss cheese if he tried it.
Nathan Drake literally kills around 2,000 mercenaries with nothing but his own hands and his weapons throughout the course of Uncharted 2 = utter fodder to any comic book character with a name, even though that feat vastly outclasses anything any other street leveler has ever done.

I have been asking for Batman's most impressive prep feats for over a year now and so far the only thing I have seen is bias, lowballing and context that I clearly debunked. The only person I have seen who knows something about Batman's most impressive prep feats who also posted scans and providing context about those feats agreed that Tony is leagues above Batman. And people on this site who don't care about Iron-man but love Batman said the same thing.
Not that it means that is true but I have yet to see something that puts Wayne on the same level as Stark. Not even gonna get into Doctor Doom. The guy is on another tier even compared to Stark. Although I have to admit, Batman's prep capabilities are underrated.

None are. ANY character is subject to reader bias and interpretations. Every single character you say is "under-estimated" someone can make an argument that they are "over-estimated." The very nature of the fluidity of people's perceptions makes it impossible for any character to be over estimated or under estimated.
Majin Spopovich.
I've seen people put him at a power level of 10, and even say that he's not any stronger against Videl than he was before the Majin charm. I certainly don't think he's Raditz level or anything, but trying to downplay him like that is just ridiculous.
