Varies from writer. Millar obviously had him pegged as a libertarian/classical liberal type(which is probably where he is most consistently, albeit more in the classical liberal than libertarian), however iirc some writers have portrayed him as a New Deal style democrat.

What instances are you referring to?

If this issue is anything to go by, an amped Magneto once tried to forcibly erase Steve's mind of all prejudice towards mutants when he assumed Capt. was being partial to bigots due to supporting the free will of everyone.

Problem for Magneto: Captain America apparently has no prejudice towards anybody.
