Western Animation is made in the United States. For example: The shows like Steven Universe is created by Rebecca Sugar in the United States.

Japanese Animation also known as anime is made in Japan. For example: The anime called One Piece created by Oda in Japan.

Most "western animation" aren't western anymore, they mostly outsource animators from the rest of the world, and it's widely in Japan.

Well the only difference is the influence of the local culture.

Thus, the name, anime vs. cartoon. Thus, in anime, the big eyes, the yellings, more fighting and combat, more swords, more spirits and monsters, more gods, ...

But animation wise, it's not Japanese vs Western, it all varies depending on which animation studio you look at.

Anime usually has 2-3 minute epic music video before show starts.

Most of the time Anime as better world building and story as well.

Western cartoons usually don't follow a continuity of an on going adventure. Episodes of have nothing to do with previous episodes.

Animation style is usually distinct as well.

This isn't always the case though.

Sometimes one draws inspiration from the other.

Japanese heroes/characters have those retarted spiky hair style something I dont remember in western cartoons I watched as kid.

Older western cartoons had soul unlike those shit they make today.

Japanese make better impact frames. On the other hand, Western animation is more fluid.

Bonus: while CG animation has motion blur, 2D animation doesnt have such thing, thus it only goes from frame to frame. Motion blur can be achieved in live action movies using 2D animation, however it has to be hand animated, which takes a huge amount of time and is rather hard.

Lots of people have already laid out the literal/technical differences.

Anime is generally better imo but there are older 'western' animations that were excellent and very much comparable in quality. The original Teen Titans Go, Avatar: The Last Airbender, Batman: The Animated Series and so on.

Nowadays uhm.. yeah..

They've kinda gone to shit.
