Whatś the best MCU Villain ranking you can give? (Read OP)

I want to make a gauntlet involving powerful MCU Villains. At least give me the top 20 or at the very least...top 10. I have done research and there have been way too many errors, so I believe you guys can give me an accurate one.

Power levels-wise: Dormammu, Surtur, Ego, Hela, Thanos (with or without IG), Ronan (power gem, although even without it he might make the cut), Kurse and Ultron. I've only listed 8 because they're considerably above the rest, even the likes of Abomination and Yellow Jacket (which I'd rank as 9th and 10th) are far below the weakest there. If I were to list up to 20 it'd end up including street-level villains.

On Earth, you could argue the likes of the Hand are among the most powerful, due to their influence.

@rukelnikovftw: Don't really remember many feats from him, but he should definitely be far above Blonsky and Yellowjacket.

Surtur (state buster based on the estimated size of Asgard)

Thanos with full IG

Hela

Graviton

Ronan with Power Gem

Kurse

Ultron

Kilgrave (despite terrible durability, he'd kill half of this roster with ease under the right conditions)
