He’s still Thor so he is quite powerful naturally. It is confirmed that Asgardians just become stronger the older they get, but young Thor is at least half as strong as modern Thor.
High tier, he's not great, his physicals are well below normal Thor and his lightning control is almost completely lacking, but he still has feats of power that makes him too much for any mid tier.
