If I understand your question, radar tells you where things are in relation to you at the time, tracking would let you know where something has been and follow the trail of something that's no longer present or still traveling. Radar can be used in tracking (like any other sense).

Man-bat and Daredevil are examples of radar sense, I'd imagine that carries over to characters with radar devices as well? or would that be gadgets, lol.
