Fixed the poll options/new thread
For me this looks as block lvl attack and with accompanying bolts + fully charged this looks to me as town/city lvl guy

His attack potency considering the durability of leviathans and such is block to city level. Although I don’t know if he could actually cover that much area. He has a city busting feat but it’s not super consistent.
Still Moon level after Stormbreaker.
Look at first gif he only ripped apart half of surface of moon which seemingly was even 10x smaller than our moon + was even very close. This meteor shower was to me mach 1-3 at least. IG beam is unquantifable.
If The IG was using that level of power while trying to block Stormbreaker it would have been fried, just like it was when Thanos snapped

@erkan12: The "damage" Stormbreaker can take does not = "damage" it can deal. Said damage is also of unknown power/type. As stated above.

Without context like ice or the vibranium spire that seem to amp his attack, probably city block but that's hypothetical since he's done nothing close. His biggest lightning bolt per his statement wasn't even building level

Hold on, are you comparing a shot taken from the Bifrost, to a wide shot where you can see a huge section of the bridge?

People voted City lmao, that first attack in Infinity War seemed pretty charged and it's AoE would barely touch 5 houses
City. In the Sokovia feat the shockwave from his hit destroys a ton of the buildings.
I wouldn't say a big city though. Probably just like a small town. Like I feel like he could destroy the small desert town from Thor 1 where he fought the Destroyer in 1 hit. No one says "town level" though.
