What is gluon manipulation?

So I came across a character in a comic with the power to manipulate gluons and I’m trying to understand the applications of such a power. To my understanding gluons bind quarks, quarks form protons and neutrons, protons and neutrons for atoms, atoms form molecules and molecules form matter. Am I getting this right?

So a “gluon manipulator” is simply someone who can create and shape matter as they wish? Who else has “gluon manipulation”?

Yeah I’ve already looked at the wiki for it and it honestly isn’t thoroughly explained what the applications are for this. It gives the example of Blue Beetle of all people. If I’m correct in how this works, a better example would be Molecule man or dr manhattan but I’m not entirely sure
