Iceman can when in his ice form. X-Man can exist as a psychic entity, Franklin Richards can considering he is a celestial level mutant. And that is all I can think of at the moment.
Yeah, pretty much any Omega level mutant can survive without there body, unsure about Elixir. Any nearly omnipotent psychic could and any molecule manipulator can.
Ras Al Ghul has been shown to be able to transfer his mind into the body of someone else. So in theory he should be able to depending on the situation.
Destroy his body, and his consciousness moves to the nearest machine, just waiting to rebuild himself. (that's why he's been wanting to be dead, in a word, he's cursed with life)
