I normally would say no but Oda's statement of the final war making Marineford look like 'nothing' makes me hesitate.
I don't even watch one piece but I'll go the safe route with Country level, since the last time I tried to predict something like this turned out... embarrassingly... wrong.

Country level is the most reasonable. Luffy is already small country level, he isn't getting weaker by EOS I hope.

The meteor that Fuji brought down being country level is fairly reasonable.

First of all you would have to prove that meteor had the power to destroy Dressrosa which you can't do so moving on to my next point: Fujitora isn't a psychopath, that meteor was meant for Sabo, not to kamakaze kill everyone on the island, there may have been some deaths, but he kept it small for a reason.
Furthermore, this is Luffy's strongest attack. We can see that part of the city he punched Doffy to which folded in half almost comes up to Flower Hill which is around mountain sized and the collateral damage he caused was no where near enough to bust the entire country. Even if Luffy made a direct hit, it's ridiculous to think all of Dressrosa would have been wiped out.
You're saying Luffy in Gear Second-against Black Knight- performed a country level feat when he didn't come close to that level while in his most powerful form where his stats are several times better?

Did you see the sheer size if that thing ! If a 6 mile meteor could kill the dinosaurs then I am pretty sure that a meteorite that big would destroy a country .

He'll be lucky enough to reach the tier of someone like Gladiator. If the series drags on for another 10 years while not moving forward any plot points I could see him reaching N52 Wonder Woman level if being generous.

Yea that meteor set off a chain of global disasters which eventually killed off the dinosaurs. However even if I grant your speculation some merit and say that meteor would have destroyed the country-even though from a narrative stand-point it makes no sense. As I've already said- Bird Cage strings are not of the same durability as Black Knight.

He barely beat Katakuri so he's on par with the other Commanders such as Marco and Jozu since any fight between them would be close and whoever wins isn't going to be fit for another round.
Bringing up Emperor's isn't helping your case because a half dead Whitebeard showed himself above the Admirals whom the Commanders could give good fights to.

As long as Luffy do not get an Power Up too strong, at most he will reach Country or Small Continent.

Since Akainu and Kizaru are equals and Marco is almost as strong as Kizaru and equal to Katakuri who is weaker than Luffy.

Kizaru since his inception till today has never been seen fighting seriously so his true strength is unknown. If any Commander fought each-other the result would be similar to how Luffy vs Katakuri ended, therefore Luffy is Yonko Commander level.
We shouldn't hop on the 'as strong as an Admiral' train considering Akainu was merely annoyed by Marco and Vista's Haki-infused attacks, inferring they aren't on his level.

Inside the red circle is an average sized ship. The meteors he pulled down were smaller than the stern but they were still massive in terms of relative size and slightly bigger than the Sunny, so around a small building so there isn't much difference though the Dressrosa meteor was definitely bigger, Fujitora says it's still small.

I've already said Commanders can give good fights to Admirals however Kizaru was still never shown to be serious. By the end of the war Kizaru had taken zero damage, can't say the same for Marco.

He didn't make anyone piss their pants, Kizaru was halted because he was taken by surprise and held at gun point, the bullets were either sea-stone or infused with Haki.
@socajunkie: Dressrossa is 43.803 km in length. If you take out a ruler and you measure it then you will find that the meteor is 2.4 KM in length, in other words a quarter of the size of the Dinosaur-killing killing meteor. Solidly, country level.

It wasn't obliterated, it got cut into chunks and we can see in that exact scan in the bottom right panel those chunks weren't that far apart so we can almost see the original size it had while coming down which wasn't that big.

It killed the dinosaurs because of the global chain of events which followed the impact. The impact itself caused a 115 mile wide and several mile deep crater. That's a meteor that is 6 miles long not even showing nearly enough to bust a country.
Let's highball the Dressrosa meteor, lie to ourselves and say it was as big as the Burj Khalifa: 828 meters tall.
Our imaginary meteor, friend to the one in Dressrosa, is over 11x smaller than the extinction meteor.
