Was Saitama vs Lord Boros animated poorly?
Yeah, a fight that was animated by top Japanese animation studio Madhouse with help from top tier animators like Yutaka Nakamura borrowed from other top Japanese animation studios like Studio Bones and Studio Wit was definitely badly animated.
It's one of the best looking fighting scenes ever even to this date. You can't judge the art in one frame (though its better than most anime), judge how the fight was smoothly animated because it has more frames than most of the animes even to this date, the shots are much less static, it don't stop at one frame where they talk with only mouth moving. The fight was continuous and there was no hard stall.

Saitama Vs Boros is pretty much the peak example of how you do powerhouses going at it in a battle anime .
Not too long and overdrawn as a sequence while emphasizing the hype in every dramatised attack. Feeling the power of each definitive attack that landed both in visuals and sound. Exploding in vibrant colours and fantastic sequencing.
All because of the talent attained in Madhouse and the ones borrowed from Studio Bones, Wit Studio and other top Japanese animation studios.
