The Russo brothers designed it that way... To spring board Thanos off of a popular character, which in turn ruined the films for others.

Thanos would normally seak to aviod confrontation with the Hulk, and would have had 10 tons of crap beaten out of him if they ever met.

Very simply and well put it’s not that Hulks weak etc it’s as simple as you said that’s the intended level the problem with the Russo bros is that they like grounded up close action even with high tiers.

Setting him up in a relationship with BW... and then killing her off, should have sent him into overdrive...but the ruinbros had already writen Prof Hulk into the film to counter this. They are clearly fans of street levelers, so took a dump on the more poweful heros without a care in the world.
