Rock probably, almost definitely, has a clause in his contract saying Black Adam will be more powerful than Superman. I'm all for it. I have always liked the idea of Black Adam being able to kick Supes' ass.

Well he does have stated in his contract that he’s not allowed to look weak in films and there’s a limit to how many punches he can take from whichever co-star he’s working with so I wouldn’t be surprised if Adam is OP enough to stomp the League.

There’s probably no chance of a battle between BA and the JLA going down on the big screen. At least no time in the foreseeable future at the rate WB moves with getting these project going.

Its most likely a mixture of two things.

1. The Rock as always talking out of his arse to hype things.

2. The rumours of the JSA and not the actual JL it self.

Eh, the Rock overhypes things, anyway. That's what he does, considering his faux-WWE mentality. Even then, he's not really a bad actor, just gets out into roles where he has to be the most badass above everyone else. However, I do think he was born to play Teth-Adam.

The amount of hits seems petty, but if DCEU was a healthy place it would be nice to see Cavill react to the overall statement tho. Fandom hype always does its work.

He also has a big ego and is very concerned with his image especially in movies with other action stars so he has the power to force DC to make such things happen.

I ain't buying any of that. While all of those are true to a certain extent, he can't just request to stomp the whole Justice League when they're not even relevant to the plot.

Strange considering both of them play musclebound brutes. Tanking damage should be their gimmick and yet they're limiting the hits they can tank? utter non sense even from a in universe perspective.

I honestly doubt Henry Cavill's Superman ever sees the screen again and the same applies to every other league member except Wonder Woman and Aquaman potentially. If they do then it isn't going to happen for a while. So it is likely just hype though you never know I could be wrong.
