I haven't seen Preacher so my opinion might be pointless for this, but I saw Legion and I read the Preacher comics. I love Legion, I'm really glad they made the show, and I'm super excited for season 2. Preacher (comic) got kinda boring about halfway through, but I really enjoyed it for a while. So yes, Legion is favorite.

Preacher has better characters but Legion's first season was absolutely incredible. The plot, the set pieces and overall aesthetic; far ahead of Preacher's. Also, it was consistently captivating and mystifying throughout the season, whereas Preacher kinda had a dip in intrigue for me. Season two is shaping up to be pretty great tho.
Legion's story and the way it treats the narrative with David's mental illness blurring the line is something I've never seen any comic show do before. The visuals, the unique way Shadow King was the villain, and the fact they could go 5 episodes without even going fully into the Xmen universe, while keeping a self-contained story blew my mind. Preacher is a brilliant dark comedy with amazing chemistry between Tulip, Cassidy, and Jesse and has most likely fully blossomed into the closest it could be to the source material (with limitations of course due to it being on cable), but even when it was a prequel to the actual comics in the first season I enjoyed the antireligious jokes, the gore, and the dark comedy involved.
I'd go with Legion slightly but season 2 of Preacher has me just as excited to see it as I was when Legion dropped a new episode.
