@202122: Galactus isn't evil. He is what he is (a devourer) because of cosmic consonance. There is no malice in what he must do.

@202122: "Evil" is such a very hard thing to define let alone discern. In the Spawn universe I'm not even convinced Malebolgia is evil as every one there is kind of a *&#$. Even Doom and Luthor or Thanos and Darkseid I wouldn't consider truly "evil." Give me your definition of evil and I'll be happy to give you my list though

Doesn't his devouring of worlds fuel a cosmic lock holding some greater entity that will destroy the universe (or multiple universes) if it breaks?

Edit: Also, many preform harmful acts on a regular basis when in full control such as hunters, soldiers, cops, judges, professional fighters and so on. Are all of them evil?

What about Thanos? I haven't read much of his stuff, but my understanding is he wants all life, besides his own, to end. Darkseid want to enslave all life. Those would have to be my top 2 (if I have Thanos down correctly.) Luthor really believes he is protecting mankind from an alien menace, though I admit, he is devious in his thought process. Joker is hard to pinpoint. he sees all life, sometimes even his own as expendable, because random crap happens. I think his thinking is "If by some random chance, you might get hit by a bus, or struck by lightening today, what's the big deal if I randomly decide to shoot you?"

Actually Thanos wants to die. He kills people to impress death, so that she'll let him die and he can be with her.
Nicodemus Archoleone could give lessons in evil to most comic book villains. He is so utterly evil and aware of it, he's awesome

If Galactus is evil then every single human is evil. He just eats to survive. Humans eat to survive as well.
As much as I want to put Doom on the list. I don't feel like he's totally evil. He thinks he knows what's best for others, so he wants to become ruler of the world. He did take care of an entire nation. The people he took care of are somewhat happy. He's more of an ego-centric person. I know it's not canon, but in zombieverse, he sacrifices himself to save all of his citizens. In Ultimate, he did the same thing after killing and sending all the Fantastic Four back to the zombieverse.
I guess for me (In no particular order):
Joker
Lex Luthor
Norman Osborn
Darkseid
Thanos (love afair with Death? Really?)
Red Skull (need I say more?)
Dr Doom (dangerous intellectual...can convince a god that he is in the right)
Heatwave (burnt flesh anyone?)
Mephisto (obsessed with breaking the Silver Surfer's spirit)
Zoom (Eobard Thawne and Zolomon Hunter; psychotically obsessed with Barry Allen and Wally West)
William Stryker (or any number of other X-Men baddies obsessed...there's that word again...with the extinction of mutants including Bastion and the Leper Queen)
Gorilla Grodd (kills even his apparent allies)
Villains who do it for no reason would be the most evil, so IMO
Joker.
Next on the most evil would be the "god" of evil
Darkseid.
After those two, i'm not entirely sure where it would go.
Purple Man. Forcing people to have sex with him/others, forcing people to want to have sex with him and then denying them, telling everyone in a restaurant to stop breathing just to eat his eggs in quiet, and then there was the time where he was on a crowded street and told everyone to turn to their left and beat that person to death.

Galactus isn't in full control. He literally hungers for planets.
He can't decide to not hunger for planets in the way you or I couldn't decide we didn't want to eat for the next four years. We need food to survive and so does he. The only difference is our food are things like cows and chickens and his are planets.
@quirky_anecdotes: He is in full control. Imagine your trapped in the mountains with several other people and no conventional food source. Now, you have two options; eat one (or more) of the people there with you to survive OR take a moral high road and starve to death.
Galactus has the same option. Galactus also has the option to devour planets which don't contain sapient life. However, he has often shown very little regard for intelligent life forms, electing to needless massacre billions because it's easier than finding an uninhabited planet.
