Least Problematic Ones/Not Enough Of A Menace:
Patrick, Negan, Gus, Kenpachi, Yusuke, Revy, Roberta, Redhood, Slade, Apocalypse, Manta, Hans Lada, Heartless, Cyborg Superman, Doctor Doom, Homelander, Butcher, Goblin, Carnage, and even Kratos, are ironically on the lower side when it comes to being a menace.
Patrick especially, since damn near no one finds out about what he did. And his actions are swept under the rug as if they never even happened.
Gus is just a drug lord who has some balls. And while stuff like the Sniper encounter was impressive. His overall actions through the series doesn't land him a seat with the big players.
Kenpachi, while problematic at times, is 99% of the time on a leash. And only rampages when he wants to fight someone that's worth his time.
And Homelander/Butcher are just A-holes. But they have done the least damage in the TV versions. And even with the actions of their comic versions, Homelander is the only one that can make it to the big boy league. But he pales in comparison to DIO or Joker when it comes to being an absolute menace.
Heck, even Yujiro Hanma is far more of a menace than anyone in The Boys universe. Whether that be the adaptation or OG comics.
Revy & Roberta are far less problematic than Phantom Blood Dio specifically. And are usually pretty chill unless they're interrupted/annoyed. Also, their environment excuses their actions. And is generally just filled with scumbags and criminals. So there isn't even much of a society to be a menace to for these two.
And even guys like Norman & Cassidy/Carnage are bordering on being saints in comparison to Sukuna or DIO.
Kratos is only a menace in GoW 2/3. In GoW1, he was just a depressed dude trying to find a way to relieve himself from the memories. And even later on after Zeus’ betrayal, he only kills those who stand in his way and provoke him. If no Gods, monsters, or Demi-Gods stood in his way, he would've just killed Zeus and let them be. So he's more on the peaceful side than the people on this list. And is only a threat/issue when targeted by morons who got too cocky because of their accomplishments.
The Actual Menaces:
The most problematic ones are Eobard, DIO, Buu, Broly, Aizen, Madara, Sukuna, Doffy, Darkseid, Hela, Thragg, and Yujiro Hanma.
Thawne needs no explanation. The shit this man has done is beyond the concept of being petty and hateful. And the sad thing is, the memes about him may as well be true. There's no low this guy would go to, just to see ONE GUY suffer horribly. Even death can't stop him from returning to life, just to terrorize Barry some more.
DIO is second because he may as well be Thawne's brother from the anime side. Even with his actions from Phatom Blood alone, he easily gained his spot here. Tricking that woman into eating her baby was absurdly evil.
Adding his actions in later parts + The extended material, kicks him high up with Eobard. He's arguably more of a menace than even a Darkseid Avatar, if we're talking Heaven Ascension DIO.
Kid Buu is omega evil. He was blowing up galaxies for the kicks.
Broly is sort of like Kratos, but in very, very specific (Kakarot) situations. He won't be a problem unless provoked. But when he is provoked and goes LSS, you can expect no less than this from him:

Aizen & Madara need no reasoning from me, for them to be here. They've done enough. And if you know, you know. And If you don't know, go check out what they're cooking.
GoW3 Kratos is an absolute menace.
And yeah, I'm aware I said he's not a problem unless provoked. But that's for the more clam, and reasonable version of the character. GoW3 Kratos was a man blinded by vengeance and fueled by sheer hatred. And thanks to that, he caused the destruction of his ENTIRE WORLD thanks to killing the Gods who keep it together.
But again, those guys brought it on themselves.
Sukuna, Yujiro, & Doffy are probably second only to Thawne & DIO when it comes to being sadistic, petty, and terrible people. But I'd say Doffy is slightly less of a menace than the other two, since even he realizes his role and place. And won't do shit so randomly.
Meanwhile, The first thing Sukuna did since waking up is to laugh and be delighted at a chance to commit a little bit of genocide & other heinous crimes while he's at it. Especially on women & children specifically.
And Yujiro has done so much absurd things that I legit can't list them. What's important to know is that he's such a menace, that it's become mandatory for every new president of the USA to travel all the way to where he lives, just to drop by and kiss his ass every once In a while. And that's all just to avoid him attacking the world for no reason.
You see what I meant when I said dudes like Norman or Cassidy are tame in comparison to the ones who made it to this list?
Joker, while being complete fodder to the people on this list, he is ironically one of the top 5 characters to always cause things to go horribly wrong for DC in a good amount of universes. Look no further than Injustice to see what I mean. And while he may not be around to witness the fruits of his labor. He can die knowing that he won more often than not.
Thragg is, imo, less of an inherently evil dude like those above, and more because of his upbringing as a Viltrumite. That being said, what an absolute dirtbag.
Darkseid & Hela are next. Because ironically enough, even though they're more dangerous than some of the people above, they're far more reasonable than most as well, except for maybe Aizen. And usually do the bad things they do because they play a role/it's a part of their role, like Hela as the Goddess of Death.
And even Darkseid can be reasoned with in some iterations. The same can't be said for the likes of Yujiro or Sukuna. Who are more likely to just kill the person who tries to talk them down for 0 reason.
Odd Ones Out/No Longer A Menace:
Eren Yeager Spoiler: After that pathetic ending in the Manga, Eren turned out to be a complete joke of a character. He's less of a menace, and more of a clown. Floch is unironically a true menace.
