Having rewatched Superman 2, I realize it was pretty good (even if Michael Shannon's Zod was a far better portrayal than Terrence Stamp's) and I really enjoyed the whole arc with Clark losing his powers.
I actually kind of dislike Batman Returns. It's just too dark and weird, and it doesn't feel as crisp and well-written as Batman 89. DeVito and Keaton are great, but TBH I think Michelle Pfeiffer's performance was pretty over-the-top and hammy. I'm definitely in the minority in liking Hathaway's Catwoman more.
Superman II is like a blueprint for how every superhero movie should be made. It keeps its main characters in focus and supplies them with a script that makes them interesting then surrounds them with a gallery of colorful supporting characters. Superman II was also able to have four villains without seeming overstuffed (Spider-Man 3 could not juggle three). Against Batman Returns, it easily outdoes it. BR boasts a more flawless production design, but its characters do not make the universe very interesting.
