So is Goku the strongest mortal or is he a god?

Jiren is known as the strongest mortal. That’s sort of his title. However we know Goku eventually defeated him. Does this make Goku the strongest mortal? Or does he qualify as a god now? Is it dependent on his form? Like he’s a mortal in base but a god in god form? So what does that mean for ultra instinct? Is he a god or a mortal?

He's still a mortal so yes.

Goku is mortal.

That said he never retained the power used to beat jiren so I wouldn’t call him stronger. When he can use ultra instinct at will than we can talk.

It's split between Jiren, Goku and Broly honestly.

Jiren will only get stronger in preparation to fight Goku again, while Broly has hype placing him above Jiren though its impossible to 100% say Jiren is inferior or superior to Broly given we have no real point of comparison for them).

@takenstew22: I don’t think that makes sense. They’re both gods, one is the god of destruction and the other is the god of super saiyans. I believe when a mortal becomes a god in DB they attain a different ki which is god ki, accompanied by a physical transformation. Both Goku and Toppo have god forms.

@the_hajduk: Toppo is a god of destruction in training. I don’t know if he is formally a god. Otherwise he wouldn’t be able to participate in the ToP.

Personally I believe Goku and Vegeta become gods when they transform into one of their SSJG forms. They just revert back to being mortals at base. Ultra Instinct doesn't seem to be a god form. Or at least a form that gives the user god-ki.

@jashro44: Didn’t he become a god of destruction DURING the tournament and now he is a god of destruction forever? Unless for some reason he stopped being a god of destruction just because Vegeta punched him off the stage...?

@the_hajduk: I don’t know. He didn’t seem to be in his god form. I don’t think gods transform. Beerus doesn’t seem to.

Not counting fusions, probably.

I don't remember Dende having a transformation when he became the god of Earth...

IDK really but I think Supa Saiyajin Gotto gave him God Ki, but I don't think it also gave Goku a place or task in the cosmic hierarchy. And judging by Zamasu's catchphrase I'd say he is still a mortal.
