Skills for powers

On character bios there are several things that aren't actually powers but skills, such as Unarmed Combat. What makes a character qualify for this? I mean almost every character has used, Unarmed Combat so should all characters have it? That goes with Intelligence, etc.

Unarmed combat means you are trained in some form of unarmed combat or has really good street fighting skills.

Intellect should be those that has atleast Mensa-IQ

i mean those are two things people want to rate on. Wether how super those abilities are or not

You want to be able to rate who you think is the smartest

and you want to be able to give batman something to rate on.

Technically gadgets, weapons master, radar sense are not super powers but a lot of super heros have those abilities
