Psycho-Man serves as one of more eccentric FF villains, serving as apart of the stranger guys, like Annihilus and so forth. What's uniquely interesting about him is his size: in particular, Psycho-Man is so small that not even the strongest microscope can see even a hint of him. In fact, he exists in the lower ends of the Microverse, which is a entire new universe in itself.
Most of the time for his stories, he either gets a mech suit that allows him to be standard size in proportion to average human beings, or the other characters shrink to his level. Regardless of his small stature, he's legitimately quite dangerous, and his capabilities in both creating technology and manipulation of emotions are no laughing matter either.

Conclusion
Psycho-Man is a goofy, but rather effective, character in consideration of his rather expansive feats (dealing with Sliver Surfer multiple times, breaking through individuals with great willpower quite easily) and even through he's not exactly A tier, he's regardless quite impressive for what is worth.

I don't think he's up there to be a high-tier. He has one gimmick, and besides that he really doesn't have much else unless he has prep.
And is his standard form the shrunken one or the human-sized one?
His standard form is usually the shrunken one, but he seems to have plenty of human exoskeletons to use, so I wouldn't exactly say that going between them is particularly hard.
