Dee, as in, DESTINY. Nothing less.

Introduction

Destiny started as some random dude who tried fighting the JLA using advanced technology to do so. Creating a device that fed off of dreams, Dee seeked to use the JLA's own nightmares as their final reckoning, but was foiled.

After trying again to do this while dreaming up a exact replica of the device and attempting to use it, the JLA and authorities took his ability to dream via hypnosis - as in, to even sleep, which led him to becoming psychotic, and with his body being starved and in a bad state. Dee has since then been devoted to killing any hero he finds, becoming the master of the world, and maybe impress his dead father at the same time.

Conclusion

Despite the goofy name, Destiny's powers are rather powerful, as he can warp reality and drag in the dreams and fears of people around him to use in combat. While not exactly durable, the very nature of his powers makes him a rather difficult foe to fight. Those not prepared for his gimmicks are usually easily dealt with.
