1. Abomination: Should be obvious, he's underrated in general to. Hulk was incredibly lucky in that fight. Abomination can beat that Hulk 10/10 times in a comicvine style fight.

2. Walker: Comparable to Winter Soldier who is presented as higher profile then Ghost.

3. Ghost: Has super powers advantage against Taskmaster.

4. Taskmaster: underwhelming.

5. Yelena: Less powerful version of Natasha

6. Zemo: pretty skilled. By far the smartest, He's actually more valuable than Yelana for that.

Why would it be him it’s been shown that he’s unstable mentally and that he makes poor decisions I cant imagine why Val would make him the leader of anything not to mention his ego he would be terrible
