Wouldn't Fort Rozz logically weigh more than a million tons? Kara easily picked up a million ton key made of condensed Dwarf star and handled it like it weighed no more than 20kgs. Unless I'm forgetting something else that corroborates this figure, I think General Lane's comment about the prison weighing a million tons was more of a loose statement meant to convey that the structure was just too heavy to warrant moving and/or that they weren't equipped to do so. Supergirl also moved the prison much quicker than what Superman displayed in his latest lifting feat.
