Because when he hit Kaguya with a his 9 Rasenshuriken, the explosion wasn't nowhere near moon level, and when his dual giant Rasenshuriken used by Kurama avatar in SPSM and at the spent of all his SPSM chakra, normal chakra, and 9 Bijuu chakra he still had, clashed with all of Sasuke's chakra + some 9 Bijuu chakra he had, didn't had a moon level Explosion, only a valley level at best.
