Avengers Academy, a series from 2010. It's about six teens who has become part of a training facility in order to help them become the Avengers of tomorrow.
... which is a lie. The real reason to why they have become part of the program is because they are potential sociopaths, meaning that they could become super-villains.
Hazmat is a great example. Jennifer Takeda has the power to produce various deadly substances from her body. Her powers were activated when she was making out with her boyfriend and she almost killed him. She now has to wear a suit all the time in order not to kill everyone around her. This has made her kinda pissed at the world.
On the bright side, she is a badass who can threaten villains with giving them cancer :) She is one of my favorite female superheroes.

I don't know. While it's certainly true that since the Justice League cartoon J'onn J'onzz's human appearance has been that of a black man, he wasn't always portrayed as such.
Neither black man nor white man is his true form...hell, "man" is not his true form. Still, the name of the contest is "non-white" and J'onn is green, so I guess he qualifies by the letter of the law if not the spirit.
I'll join the crowd and vote for the Martian Manhunter.
