The richest comic characters have an arbitrary amount of wealth, and you can't really even compare rich DC and Marvel characters, but the general consensus I hear is Lex Luthor for DC and Tony Stark for Marvel. I hear T'Challa or Dr. Doom might be richer in Marvel, but I don't really know if they count since their isolationist nations are super-wealthy and they might just benefit from being their monarchs.
