Surfer might be able to move them, since he can travel worldwide to create holes in them for easy access by Galactus, as well destroy Galactus itself. That’s a big “maybe” though based off conjecture.

Someone who qualifies that is not on the list is MCU Dormmamu, presuming the planets destroyed in the background are at least Earth-sized In scale. Or perhaps Pluto-sized?
