Super Shenron i guess, although there are many Dragons in anime that are multiversal level especially in Isekai series from light novels.

If we consider him a dragon because technically he is not a dragon, but a Higher Et'Ada taking the physical form of a dragon. Additionally, being one of the largest AKA shards, it automatically reaches Level 1-A in its true form. And if we assume that he actually created Dagon, then he has the feat of creating a being beyond dimensions, or at least creating an infinite dimensional being.
Akatosh is not a dragon. Alduin doesn't seem to be either, but at first glance it is more associated with dragons. Being a dragon maker doesn't make someone a dragon.

Still being a dragon king, and in theory one of them, I am more suited to being a dragon than a dragon god who only manifests as an ethereal dragon. However, Akatosh fits theoretically as well.
