Most disappointing characters

New to the board here.

That being said... There are a ton of characters that have suffered from poor writing, or a lack of passion for their paperback destinies. I'm wondering how many "would-be great" heroes, heroines and villains have fallen into obscurity because the visionary powers that be didn't bother to either develop them or didn't feel it necessary to give these characters the story they deserved.

The Fallen One comes to mind. World ender power set, yet never seemed to take off like the surfer and some of the others along the same lines.

I'm interested to hear everyone's take.

Gambit. The guy probably could have been as popular as Wolverine, but Marvel killed his character by revealing his origin too soon, and sticking him with Rogue.
