MCU: Who was the true head of HYDRA?

FYI, Red Skull HYDRA wasn't the original HYDRA.

@dstreet45: Yeah I know, but he was the founder of the modern-day incarnation of the ancient cult. As Malick said, he was following the principle that HYDRA was built upon: that the ultimate power is not of this world.

I don't really consider Hive to be much of a HYDRA Head, his commitment to the organization was pretty much nonexistent.

I chose Malick since did the best he could to accomplish the true goals of HYDRA and he was the only one out of everyone in the poll to actually succeed in achieving a goal as almost everyone else either died trying or...died trying. Ward never got to use his HYDRA to exact vengeance/chaos against S.H.I.E.L.D. and was killed by Coulson, Strucker was stopped by the Avengers and later killed by Ultron, Pierce was stopped by Cap's team and killed by Fury in Winter Soldier, Whitehall was stopped by S.H.I.E.L.D. and killed by Coulson, and Zola's plan died with the helicarriers in Winter Soldier.

And yeah I took the factors in the OP into account.

Since Zola and Pierce were Struckers underlings. Strucker held more power in the organisation than Whitehall. Ward sucked at the job and Malick was not a follower of the Red Skulls Hydra in the first place but the fundamental Hydra/Hive cult splinter group, that Strucker also had influence in. I would say Strucker.

Zola was the one responsible for infiltrating SHIELD. He pretty much ensured their power for 70 years.

Alexander Pierce, he took down SHIELD and fooled everyone for decades.

As far as I know, all of those characters are currently dead.

  • Fairly certain Coulson killed him.
• Alexander Pierce
  • Fury shot him
• Gideon Malick
  • Daisy quaked the $%^& out of him
• Wolfgang Von Strucker
  • Killed off screen by Ultron for no reason.
• Grant Ward
  • Killed by Hive, then later killed by a nuke.

The MCU usually doesn't go without a head of hydra for long, I'm sure another will come along. Maybe Sunhil Bakshi LOL. As for WHO was the most In-charge...Pierce I guess. He ordered the whole revolt against SHIELD.
