Luthor IMO is the better villain and has the better motivation.
From what I understand Skull is just a Mega Nazi while Luthor does want the best for mankind and see's superman as blocking tool for they're natural evolution, that is atleast my favorite Lex. One of my favorite lines was is JL when he said why would he want to become president, do you know how much power He'd have to give up?
