Is Thor Herald level or lower?

Is Thor Herald level? As in on par with silver surfer class of character.

If he is lower, by how much and why?

Thor without his hammer isn't really considered herald tier. Outside of durability he lacks the stats that would make him comparable.

While he's still considered high tier, that is a sizable difference from having planetary striking power & destructive capacity with decent travel speed.

I had this same question which is my reason for these battles:

Black Adam (Post Crisis) vs Thor (Unworthy)

Nova Prime vs Thor (Unworthy)

in a fight I think he's on par. in terms of being as powerful as a herald level character, I'd say no

He definitely is herald level and ahead of most of the actual heralds.

He's like high end of high tier he's not Herald/SS level

Though I'd say his damage output is very high for the tier and has attacks that can hurt people that are higher than him in power i.e: God Blast

I don't think he's herald level he has very high damage output but god blast is a rare one off move he doesn't use it often, personally I just have him at the upper end of high tier in overall power levels.

And current unworthy Thor is probably like mid high tier at most.

I'd consider him herald level. You don't have to be on the level of a high tier herald like Silver Surfer to be considered in that tier.

This is just silly of course he is. He's. Beaten many of the heralds Including silver surfer many times even hurt Galen himself. Some of his energy attacks dwarf the herald's, Only Annihilation Silver Surfer is above and only him. He's defeated people who one shot surfer like Afam warlock (actually beat both at the same time while bot holding back. A Thor bot holding back is more beastly then any herald other then possibly Annihilation surfer.. He's stronger then any herald has great durability, can beat comsnics like Quasar, Adam warlock, Man beast, Ronan etc don't see why anyone thinks otherwise always been common knowledge for so long lol. Norrin himself stated (ore Annihilation) That Mjolnirs power was greater then his power cosmic...so ok

Well, so far a very mixed response.

I mean the people who said no are just flat out factually wrong. It's been shown multiple times in the comics that Thor can hang with, if not outright beat, Silver Surfer- the strongest of the heralds. The question has already been answered by the comics.

Worthy Thor with Mjolnir =/= Silver Surfer.

Unless PIS or WIS is involved, this has been the case more often than not.

Canon, non-jobbing on either side, and no PIS/WIS, Worthy Thor w/Mjolnir & Silver Surfer are essentially equals... this is a FACT.
