Is the emporer still the most powerful Star Wars character?

At least since the start of the clone wars up until present Star Wars is the emporers power still unmatched. Except for Yoda who was about equal.

Darth Vader didn’t reach that level yet

Luke didn’t reach that level either. And all jokes aside Rey probably won’t either.

So is Palpatine still supreme?

I got the impression that Luke had surpassed him based on his limited feats in TLJ, but it's a difficult argument to make just because Luke never seriously fights anyone, and no one else has really attempted Luke's most impressive feat as far as I know. Hopefully the next movie shows him in action whether it's a flashback or as a ghost.

Aside from Luke, I definitely don't see Rey or Kylo surpassing him within the next movie, unless Disney decides to do an additional trilogy or something.

Are you talking about Legends or Disney Canon? Either way, he isn't.

Legends has a lot of characters that are superior to him: Luke Skywalker, Abeloth, the Son, the Daughter, the Father, the Bedlams, Waru, etc.

And in Disney Canon, the Mortis Gods are still superior to him. But discounting the Ones of Mortis, I'd argue he is in fact superior to everyone else in Disney Canon. I hope we get Luke and Snoke more fleshed out though, they might yet surpass him.

In terms if raw power he is still 100% the most powerful canon force user. Luke's strength in the force shown in TLJ with the projection feat does leave it up for debate as to who is stronger in the force beyond simply being "powerful". In my mind, Luke's strength in this sense is similar to how you might think of ghost Yoda or ghost Obi-Wan being strong in the force if that makes sense. Ghost Yoda calling down a bolt of lighting in TLJ is something the emperor in canon has never done for example.

He never was, in Legends or in Canon.

Now in Legends, he did have the designation of being the most powerful Sith Lord up till his point in time (which covers a lot of ground, chronologically speaking; almost the entirety of the Star Wars legendarium), but he's never been shown, said, or frankly even suggested (to my knowledge, at least) as being the strongest Sith Lord who ever lived.

That being said, since there are barely any Sith Lords in Disney's canon (and even when some are named, barely anything power-wise is actually displayed or known about them) he may hold that position all the same, more out of default than anything else.

We also have a third issue, tho, and that's Disney's bizarre power ranking and scaling (iirc, Disney placed suited Darth Vader as being more powerful than Palpatine). It's all over the place right now, so there's really no telling

No. Rey is more powerful. Her Mary Sue powers literally lets her bend reality over backwards. It doesn't even matter if her opponent outclasses her in combat. Here a praetorian guard is about to stab her in the back, but the dagger spontaneously disappears because beating Rey is illegal. Palpatine needs like 3 decades of planning to achieve his goals, and actually has to respect physics in his lightsaber fights. He's not even close to Rey's level.

No he didn't. The sword was CGI'd out post production. The actor actually makes the motion to stab Rey, but then remembers he wasn't supposed to win this fight. Since this made it to the film, it is now canon that Rey can make things disappear.
