i think cuz pre crisis refers to anything pre 1980s and thats the era of crazy superman pulling solar systems stuff so generally you would find crazy "bugs bunny" esque feats that would make them have like toon power

There was no real need to specify power levels back then. Superman could do whatever the writers required him to do. He has to lift a planet? Sure. Lifting universes? Why not.
