He’s a villain. But his end goal or motivation for trying to avoid catastrophic mass death by nuclear war does have a bit of nobleness to it...in a sick demented kind of way

Anti-villain.

The Punisher and Wolverine are anti-heroes; they are darker in method but still do good overall

Genocide in the name of peace isn't heroic, but it is enough to make him an anti-villain.

Ozy is a typical villain with delusion of grandeur/messiah complex .

But atleast he is not as stupid as MCU Thanos.

Nope. Anti Villains do good things in the name of evil.

Instead of everyone dying only a select few die. The end justified the means

An Anti-Villain is the opposite of an Anti-Hero — a character with heroic goals, personality traits, and/or virtues who is ultimately the villain. Their desired ends are mostly good, but their means of getting there range from evil to undesirable. Alternatively, their goals may be selfish or have long-term consequences they don't care about, but they're good people who might even team up with the hero if their goals don't conflict.

Ozymandias fits the definition of the trope perfectly. In order to save billions ( their desired ends are mostly good ) they're willing to kill millions ( their means of getting there range from evil to undesirable ).
