is it possible for doomsday to ever be a flesh out character instead of a plot device?

No, what made him work was that he was more like a force of nature than anything else, turning him into a person is the opposite of that. It reminds me of Star Trek and the Borg. They were awesome for a while then... not so much. Sometimes less is more.

he can still be the cold blooded killing machine but he will just be able to talk and think instead of just killing automatically

^Doomsday was made already into thinking and talking monster, it didn't stick. He's better as pure destruction incarnate imo.

No. He is just a plot device. The most character he had was in JL / JLU.

He works better as just a beast, He honestly was only meant to be a one or two time thing so it worked so I never considered him as a part of Supes true rouges gallery but thats just me.

Giving him personality and making him an actual character would be giving him a weakness. And that would mess up his whole motif of being an unstoppable killing machine.

No, Doomsday should stay a mindless killing machine. While not a hugely interesting thing, having no personality and no reason kinda sets Doomsday apart from Supes' other villains. Every other villain has a motive with some kind of agenda behind it, Doomsday is just doing what it was made to do and that is destroy (especially Kryptonians) When Doomsday shows up, you know that there is no talking it down or a clever way to defeat it. It should be one of the few things that Superman is genuinely afraid of.

Gog Wars gave him a little personality. But for the most part he should stay a monster.

Nah, he's fine as it is. Not every character has to be the same type. Like they said, doomsday is a force of nature not someone you are supposed to relate to.
