The highest we've seen is moon splitting destructive capacity.. let alone planetary destructive capacity and naruto has nothing close to even continental in terms of attack potency. So if by planetary level you mean DC.. doesn't seem he has the AOE to do so.. so, no. If by AP then.. HEEELLLL NOO.
