TV stations in the US and Britain began broadcasting in the mid-to-late 1940’s, but I would say widespread access wasn’t availability until the mid 50’s. HBO began broadcasting in the early 1970’s, but it wasn’t producing much original programming of note until the 1990’s. So, maybe yes or maybe no. Maybe the 70 years that CBS or the BBC have been creating original programs outweighs the 30 years HBO has. It depends on how much you value the history of television versus what’s currently popular.

Yes. AMC is the only other that I'd argue even comes close, and that's pretty much exclusively because of Breaking Bad, Better Call Saul, and Mad Men.
