Wanda, Ironman, Thor, Captain Marvel, Gaintman, Worthy Cap, Hulk, Thanos, etc. All beat him some do it easily. (Both Ironman and GM are mid tiers and they can beat him so I wouldn't say he's on the high tier level)

I guess it would depend on who you consider "mid-tier." To me, mid-tier is Spider-Man, Captain America, Black Panther, etc., in which case I would say no, Steppenwolf is definitely above those guys. I would consider Thor, Hulk, Captain Marvel, Dr. Strange high tier, and I would say he is fodder for them. I'd probably rate Steppenwolf upper-mid or lower high, about on par with Iron Man or Vision.

He's not fodder to mid tiers. That would be insane. He is pretty strong, but too unimpressive to beat any high tier. I put Ares well above him.

MCU Mid tiers are Tony Stark, Vision, Hulk, WM, etc. He's in the mix but he's not fodder.

The league jobbed for steppenwolf. He was a slow tank that couldn't even take mediocre punches from Superman without being significantly hurt. Most high tier mcu characters would beat him
