You would think so but spiderman ruins the tone
I wouldn't say ruins but having watched cw many times a lot of the tone and plot that the movie worked so hard to establish in the first hour is sort of undone during the airport battle and Tony's visit to Brooklyn beforehand. That I would agree with. There was a lot of tension built up with how Bucky escapes and Cap is branded an outlaw and then we have a nonsensical 5 min visit from Tony to see a teenage kid and a battle that featured as much humor as action. The 40 min spent on that whole part of the movie definitely could have been more wisely used in terms of building the story towards the end.

Seriously though, I do like how Russos inject dark tones when possible. The opening scene was one of the very best from MCU. Crossbones' exo-upgrades were pretty damn sweet as well. Their work with Black Panther and Zemo (and the shadow conflict between them with a culmination in the end) was basically virtuoso adaptation to the shared universe needs. As the result, BP had one of the best character introductions and Zemo is probably their best villain.

Dark but Spiderman just kind of makes it lighthearted enough. To me its Winter Solider given the Brainwashing, Bucky unknowingly trying to kill his best friend and how shield was portrayed.

I never got why some think of Winter Soldier as dark. More serious in tone than usual sure but that =/= dark.
I wasn't aware that MCU has "dark" movies in the first place.
