As a 90s baby I grew up with batman tas as well as all the other shows. This was during the time kids played with toys and actually dressed up and trick'treated for Halloween. Batman was everywhere. His movies during the 90s was probably dumb to adult comic fans but to us kids they were gems. In comes justice league series(didn't watch never got into it) where all the people who watched it talked about how boss batman was each episode. Throw in appearances in classic dcau movies like public enemies, phantasm, batwoman. Boost it by putting out batman beyond that everyone loved.
He's Batman
Versatility and his villains are main reasons, but the biggest one is that he's a human who can keep up with people like Superman and Wonder Woman. That's one of his biggest draws. Even when not in the justice league its still awesome to see a human do all the amazing things he does. Being a total badass and very intimidating doesn't hurt either.
His promotion is a big part of it too. Not only is he the second superhero ever, but he has has multiple high quality exposures in different media. The best superhero animated show, and one of the greatest animated shows of all time, is Batman TAS. Which came before Superman TAS and the JL and JLU. The best superhero game is one of the Arkham games, and they are some of the greatest games of this generation. The greatest superhero movie is TDK, and that film is still very influential. He also starred in the Lego Movie. This goes along with his versatility. He can appeal to adults with his darker stories and he can be fun for kids too with lighter interpretations such as the Brave and the Bold TV show. Batman is everywhere and can work in any media or situation.
He came out in a time when superheroes all ran around in brightly coloured costumes, while he wore a big black cape and grey suit, it made him stand out against all the others. Also I'd say his name added to it, "Batman" just plain sounds cool
His story is timeless, a young boy who watches his parents murdered in front of him vows to end all crime in his city, it strikes a cord with people, it's a story worth telling over and over.
My reasons and the ones in the OP (his iconic villains, his deep character) make him the most enduring and (although Iron man has challenged it as of late) the most popular superhero ever. Not the best though, best is Spider-man,obviously.
he doesnt have powers which is "ralatable"
hes often dark and gritty so it feels more "Adult"

also the 60s batman tv show and the first movie/TAS were big when a lot of people were kids.
Overused.. all you give Elephant is peanuts that's all they're going to want. He's treated like the only human superhero in comics.
Every other human superhero without powers gets under appreciated, and then he's the only thing wanted on the menu. When this happens it's like the other characters get written like crap because the focus now is, how much we can make Batman look good.. and of course it works. :P that's just my opinion though. Batman is nothing special to me.
He's just great.
To me what I think the Batman is so popular is his stories and his villains. Man the bats has some creepy guys he has to fight against.

Every other human superhero without powers gets under appreciated, and then he's the only thing wanted on the menu. When this happens it's like the other characters get written like crap because the focus now is, how much we can make Batman look good.. and of course it works. :P that's just my opinion though. Batman is nothing special to me.
Brilliant thesis buddy but absolutely wrong, most other human characters in DC spawned from Batman himself, they were either Batman lite,Batman ripoffs or came from Gotham that's why they will always be inferior.
There is no conspiracy to make Batman look better,he is better period.

I BELIEVE ITS BECAUSE HES A HUMAN WITH A GREAT SUIPPORTING CAST. Hes a billionare playboy who inherited his familys old money after watching his parents get gunned down in front of him. Then he turns into the most bad a55 dude ever. Bats has Brains, Brawn, and Broodiness. It might be that it isnt far stretched enough to be unrelatable or become silly over the decades. It might be the great supporting characters that have came into the comics over the years, the whole batfamily. It might be his rogues gallery. It might be his awesome batcave or car. It might be his suit one of if not might favorite character designs.
Battmans success is simple while comparing him to other similar characters.
Superman. Arrives into comics around the same time (right beforeWW2) . Powers become increasingly more ridicoulous. Dude has pretty much infinite strength. No strong personality.has back story that people arent moved by.
Iron man. Marvel batman in a suit? stark comes from money also. stark is also a play boy. Doesnt have the dark and emotional back story. Suit is far stretched. Too much power for a human. Suit always changes. No strong rogues. stark tower < batcave
green arrow. Isnt one dc playboy who has a wealthy family and becomes a superhero enough? Does anyone even know Green arrows backstory? Does anyone care? Hes a batman who shoots a bow in a much less cool costume with less cool training.Doesnt have as good of a rogues. Dont even understand where hefits in to anything. Green arrows lame.
Daredevil. Blind. Not the same old playboy deal. Him being a lawyer though is kind of lame, dont care much for that aspect of crimefighting in the superhero world.Character designs cool but maybe too plain. I like the dark tone that dardevil can have.
When i think batman though i think of the best.

Its a combination of things. Batman first appeared in 1939, he has a long and deep history in the medium. As others have stated he has some of the best stories in the medium, not only that but across multiple mediums movies games etc. He is relateable because he is a human among gods. Batman can die from a bullet or a superpowered punch as much as I can. His rouge gallery is also considered one of the best in comics as well.
DC has for years put their best or near best writer on the main Batman title. (Sometimes on Batman and Detective) If they'd done that with WW or Superman..or even Booster Gold or Blue Beetle, those characters would be more popular as well.
Because despite being the perfect man in many ways, he has a deep mental scar that cripples him of having a happy and peaceful life. His enemies showing that flaw everyday because they make him know that it will never end that he only will achieve that state of peace when he is dead but despite he never yields and he keeps himself strong and confident even when all seems lost. Also He has that hate that he is willing to admit of criminals, the corrupt authorities and pathetic cops, and that is a hate that I think that we all share. All of the above in combination of great stories, catchy gimmicks (Batmobile, Batarang) and great marketing on those qualities making him what he is today.
I don't really think it is Batman himself. But more his supporting cast.

I find him relatable and his supporting cast has nothing to do with any of his popularity,villains yes but you're deluded if you think Batman is popular because of Robin or Alfred.
Like Superman, he got on the ground floor early. He's been around for over 75 years. Has had tons of movies and tv shows. For me, he shows a person with drive. Also, the fact he fights alongside people that can destroy planet, but not have any powers of his own says a lot. One thing Batman has are good writers--a well written story usually has a deep psychological meaning, like The Killing Joke.
Because he beats everyone almost all the time which is acceptable (to others, not me) because he has no powers.

This. The media basically circlejerked Batman to the point where he's pretty much the only hero the general public cares about anymore.

I love it when people say "batman rip-off" or say "it's not that there's a conspiracy.. he's simply better".. it shows that some don't understand commercialism, cause If you think about it, it kinda is.
It would be one thing if Bruce Wayne wrote his own stories lol.. but he doesn't. At the end of the day it's not about who did it first its about who does it best, and Batman by technicality does considering he's the face of DC.
But that's kinda the point.. when you become the economic foundation of your company, why give other heros like you the same quality stories, character development, or even appeal?
They've put so much weight on this character, that it's kinda impossible to put others in that same weight class... KNOWING GOOD AND WELL that they could.
Sadly, the risk element in this has been completely erased because now.. a Batman Logo on anything is automatically going to sell more, and that's just fact.
So it's not that Batman is neccessarily "BETTER".. he's just "CONDITIONED" to be eye candy for loyal consumers. So because of this.. it's really pointless to have someone be "better" than Batman since DC IS BATMAN.
