I would put the challenge out there for someone to list 10 villains who are better.

Top 10, yes. I am not sure I would put him in the top 5 since most of his evil schemes appear in Superman related stories. You could say the same of Joker, but I think his design and personality transcend his predictable hero adversaries. Doom and Magneto are better at going up against heroes other than their traditional opponents. Top 10, though yes, Lex makes that group.
