Yes, either one of those because their large quantity and quality of works and personality. Dr.Doom and Lex movie versions make some people downplay those charachters.

1. Magento - Understandable motive. A slight nudge here or there and he'd be one of the best heroes.

2. Doom - Love the fact that hes an evil villain abroad but at home, as far as dictators go, living there isnt half bad (Free education, free healthcare, never need to worry about food, free to travel within the borders)

3. Joker - Chaos incarnate

Actually, if your top 3 isn't some combination of Magneto, Lex Luthor, and Joker, you're trippin. Simple as that.

Doom - Joke - Lex - Magneto - *insert your opinion here* is the definitive top 5.

Lot of fad villains recently people will probably mention. Thanos, Loki, Harley, Apocalypse, but none are really up there.

Joker is factually in the top 5, top 3, and arguably number 1.

He's up there for me and undeniably so. Too many strong portrayals, too much of an influence on popular culture, and way too many memorable moments over years I've seen with him. Only Darth Vader and Magneto mean more to me as villains.

He can be a bit overrated at times but yes he is in there.

DC only has a clown as a popular villain, so yeah kind of. That actually shows DC lacks good quality villains like Doctor Doom and Thanos. They usually make pathetic villains to hype and show how powerful Superdumb Clark is, which is why it doesn't work for DC usually. But Joker is an exception since he is almost irrelevant as a villain to Superdumb.

Foddernos, “the mad titan” with illogical plan is garbage and DC has way better quality villains. One-sided opinions like ours aren’t reliable, especially when you never accepted a single official debate.

Superman is by far a much better character than Foddernos and Dr.Doom.

DC destroys marvel all day, the clown has an amazing award for acting. Something your childish marvel characters will never get.
