Probs not Strange would most likely figure it out and banish ryuuk and take the notebook from him but wouldn’t hurt Frank as they’ve never hurt him for killing criminals before. It’s all about context light was dangerous because he lived in the real world and Punisher wouldn’t be because he lives in the marvel universe where so much crazy stuff happens that the death note wouldn’t be that impressive.
Punisher is the Death Note. However if characters from the Death Note verse existed in the Marvel verse then Frank gets caught under 2 weeks. Or put it simply under 3 days. Yes Microchip and Punisher together are an amazing duo, but that does not compare to L's task force, limitless resources, and of course himself... L outclasses Frank and David in pure intellect.

It'd take 1 week or less before all the major heroes and hit men find out, then it's gonna get taken away or he's gonna get moved on within the hour of villains finding out.
Red Skull, Taskmaster, Lady Shiva, The Hand, Kingpin and Deadpool will move on him at the same time. That's something Batman couldn't escape.
The book is every assassin, anti hero and villains dream.
