Those ones have deformity because of their mediocre powers but use them for the good, some well others not.
A lot of characters from MHA, notably ones like Mirio, Best Jeanist(we didn't see a lot but he's still in the top five heroes), and basically half of 1-A.

Intangibility is not a mediocre power. His may be extremely hard to use, but it's still OP.
@mylittlefascist: giving it some thought actually, it is actually really OP, considering despite needed to train for it, he can manipulate any part of his body to go intangible.
Should have gone for Spiderman. He just uses webs and does so many unique things with them.

@mylittlefascist: Well the fact that he has to jump through so many hoops to perform the simplest of phasing (and he can't even phase kill) is what makes it not nearly as great, plus the fact he can't even see whilst Phasing and it took years just to make it work decently. You don't spend years making a power function and immediately call it powerful the moment you get it.

@havenless: If you're referencing the spiderman thing, that was a joke. Also, you could argue intelligence is Iron Man's power, and when it's at the level where you can do all that; it's not exactly mediocre.

That just means it's very hard to utilize properly, that doesn't make it a "mediocre" ability. That'd be like calling TK "mediocre" because the hypothetical user started out struggling to lift small rocks and achieved car crushing power through practice.

I think they mean relatively speaking. He gets more milage out of his power because of hard work and training than others might, and or individuals with other powerful abilities might get out of theirs. I mean almost every character mentioned in this thread is OP compared to some other weaker character.
I agree its OP power though and may actually reflect some characters underutilizing it well/writers not thinking about its application in depth/writing them with nuance.
