Imo, the script is just talking about that initial portion, afterword I think it's obvious it's just the ice falling in on itself. Anyway since all Thor did was destroy an extremely thin layer of ice, I'd say like city block llevel at best

The ice just didn't seem "extremely thin" to me, especially considering the size of the chunks that were ripped out of the ground when Thor did the attack.

Small City Level

City block level. It’s ice, but it’s a shit ton of ice. It’s certainly not extremely thin, and you can even see tall structures toppling in the background.

Should be noted this is a charged strike though, and a pretty high-end one. Still really impressive.
