How the Hell was General Ross made Secretary of State after such a Monumental [MESS] up in "Incredible Hulk" ?

It makes no sense . First the guy creates a Green Gamma ray Rage Monster in a FAILED and Dangerous experiment . Then fails to capture or even know his location [Banner moves to Brazil right under the Army's nose] for 5 LONG years . All this while FAILING to deliver US Army the Weapons program he promised . Then fails to capture him TWICE , once directly risking the fact that his "Labrat" would be discovered by the public eye , also not forgetting the fact he destroyed a University premise . Also during All of this , he fueled the Power hungry Blonsky and ALSO indirectly leading to the creation of the Abomination , Who in fact would have Destroyed THE WHOLE NEW YORK or even the whole Country had it not been for the Hulk .

So after ALL this , every Failure he had ... all the Destruction he caused Directly AND Indirectly , he was made the Secretary of State .

Is MCU USA on crack ? Or are they Horrifyingly MAD ?

Ross was still working with the government. That was evident by how he continued to work normally in that prison at the end of the movie when he called Tony.

@dsb: He still has connections and he has experince on his side. He is appointed to the position of SOS. So whoever is president can choose anybody that would get approval by congress. It's still the military industrial complex. All of the generals that have been involved in other failed plans like Iraq, Afghanastian, etc still get a good ole boy pat on the back.

@dsb: William Westmoreland was over Vietnam...after he was removed from his position he still got another good gig as Chief of Staff of the Army. These military/government people are a tight knit circle and they still are gonna look out for their own. Also he wouldn't nessicarly have taken in all of the blame for those incidents.
