Arendelle is a country but that includes the fjords and mountains as well. When they made the statements in the movie they seemed to be speaking strictly about the residential area which appears to be and should logically be city sized.
Elsa plunged Arendelle in its entirity in "an eternal winter" in the middle of summer. That included the surrounding oceans, fjords and mountains. In Frozen II her powers were getting stronger as stated by the elder grandpa troll and by the end of the movie she was essentially a god in universe now.
Being able to casually repel a city level attack isn't far fetched for her at all, CV loves downplaying her because she's a Disney Princess and probably because of the "Let it Go" song that's still stuck in their heads but her feats are actually pretty insane.
Does her ability to animate her ice and snow creations factor into her perceived power levels? Can any of the other notable ice powered heroes or villains create ice beings that act independent of their creator? Just curious.
