On-topic: Depends in what you mean by the word smart, - as in detective smart or science smart? If you mean detective smart, he did showcase some of it in Rebirth, as for science smart i don't remember him showcasing it that much in Rebirth.

He was out-forensics-ing Batman in "The Button" arc, as well as building an interdimensional treadmill in a matter of seconds. He also was called in as the Speed Force expert during the whole "Speed Force storm" arc, and was training and teaching about the physics of how it works. He also used his detective skills to solve murders in Iron Heights and bring down the Rogue's criminal uprising, partially without the use of his powers
